BLACK HAWK COUNTY, Iowa (KCRG) – Governor Kim Reynolds has issued a disaster proclamation for Black Hawk County in response to severe storms on September 30. The disaster proclamation will state resources to be deployed, including the Iowa Individual Assistance Grant Program and the Disaster Case Advocacy Program. The program provides grants up to $7,000 for households with incomes up to 200 percent of the federal poverty level. Grants are available for home or car repairs, replacement of personal property or food, and temporary housing expenses. Original receipts are required for those seeking reimbursement for actual expenses related to storm recovery. Applicants have 45 days from the date of the proclamation to apply. The Disaster Case Advocacy Program addresses needs related to disaster-related hardships or injuries. Case advocates work with clients to create a disaster recovery plan and provide guidance and referrals to obtain a service or resource. The program does not have income requirements, but it closes 180 days after the date of the proclamation.
IOWA CITY, Iowa (KCRG) – An Iowa City man has been charged with injuring an officer during his arrest early Saturday morning. According to a criminal complaint, 22-year-old Markell Davis had been involved in an assault around 2:11 a.m. on South Dubuque Street in downtown Iowa City. An Iowa City police officer approached him after victims of the assault pointed him out. The complaint continues that when the officer told Davis to stop, he tried to run away and an officer used force to stop him. While doing so, the officer injured his hand. Davis was arrested at the scene. He is facing a charge of interference with official acts resulting in bodily injury, a serious misdemeanor.
IOWA CITY, Iowa (KCRG) – Former United Kingdom Prime Minister Boris Johnson will speak at the University of Iowa next month. Johnson will lead a speech at an event held by Young Americans for Freedom at 7 p.m. on November 2. A location has not been announced. Admission is free but tickets must be secured in advance. His speech will focus on how to “Save the West,” the announcement reads. Reports of Johnson’s similar speeches at universities this year indicate he talked about NATO, Israel, Ukraine and Iran. Johnson, a Conservative, was the UK’s prime minister from 2019 until his resignation in 2022 and leaving Parliament a year later. He is best known for his push to withdraw the UK from the European Union, known as Brexit. Iowa’s Young Americans for Freedom chapter says Johnson will inspire and educate the next generation of leaders. “In times where the University ranks very low on freedom of speech, Boris Johnson’s speech and presence will help in solving those wounds of division on campus and bring dialogue and expression back to our great campus.”
IOWA CITY, Iowa (KCRG) – The Iowa Division of Criminal Investigation (DCI) has identified the man killed in an officer-involved shooting in Iowa City on September 15. The incident took place in the 600 block Southgate Avenue. Authorities were dispatched to the area for a report of a person armed with a knife. The DCI has identified the man as 41-year-old Allen Lemburg of Nebraska. He died at the hospital. Iowa City Police said that he was making threatening statements and gestures. The investigation has been referred to the Iowa Attorney General’s Office and the Johnson County Attorney’s Office. Their findings will be released after completion of the review.
