Iowa’s Attorney General released a report today showing Waterloo police officers were justified in a fatal shooting in June. According to the report, a woman said Kelvin Plain, Jr., was trying to intimidate her and her family. When officers found Plain the next day, they say he tried to run away. Plain fell and dropped a gun. Officers say he picked it up and opened fire on the responding officers, hitting one in the abdomen and another in the chest and leg. The officers shot back, killing Plain. The AG’s office found the shooting was justified, saying Plain was an immediate and deadly threat. Both officers survived the shooting.

 

Several groups in Dubuque are teaming up to send water to hurricane victims in Florida. Resources Unite, the Dubuque County Fairgrounds, and the Dubuque Speedway are raising money to buy pallets of water for people in need. They’re about halfway to their goal of filling a semi with water bottles by tonight. They had raised more than $1,200 yesterday–that’s enough money to send about 10,000 water bottles to Florida.

 

A Marion woman has been charged with five counts of wire fraud. 38-year-old Megan Middaugh is accused of taking more than $50,000 from a dependent person’s bank accounts and spending it on an online gaming platform. Investigators say she had access to the money as a conservator and trustee. If convicted, she faces up to 100 years in prison and more than a million dollars in fines.

 

Dubuque’s parking garages and on-street meters are getting a technology overhaul. It’s the first update for the city’s parking infrastructure in more than a decade. The city is working to replace its meters with a kiosk, where people enter their license plate number and can pay by app, by credit card, or with cash or coins. The city says the changes will also let it collect data on parking habits in the city. The plan is for all off- and on-street parking to have three ways to pay by the end of next year.
