Iowa Gov. Kim Reynolds announced her plan for property tax reform and set her agenda last night during her Condition of the State address to the legislature. The governor said she’ll introduce a property tax bill that will cap overall revenue growth for local governments. She also plans to propose moving property tax assessments to every three years instead of every two. To help Iowa’s senior residents, Reynolds proposes freezing property tax bills for Iowans 65 and older with homes valued at $350,000 or less. Gov. Reynolds also singled out the tuition-free public charter school Cedar Rapids Prep as an example of the success of transforming Iowa’s education system. She also said school choice is working, and says enrollment shifts in districts mean some traditional public schools may need to adjust staffing or facilities.

 

The Cedar Rapids School Board is rethinking its timeline after a packed and emotional meeting on possible school closures. Cedar Rapids is considering proposals that could close up to seven schools as it tries to balance enrollment and budget pressures. Parents are raising concerns about transparency and long-term impacts on students. Originally, the board planned to make final decisions by the end of the month, but that timeline is now shifting.

 

A federal appeals court heard arguments challenging Iowa’s law that restricts what schools can teach when it comes to gender identity and sexual orientation. The law went into effect in 2023. It also bans books depicting sex acts from school libraries. Attorneys against the law told a panel of judges in federal court that the law is unconstitutional and silences students and teachers. The Eighth Circuit Court of Appeals in St. Louis heard arguments for and against the new law and will hand down its decision in the weeks ahead.

 

Mayor Tiffany O’Donnell officially began her second term as mayor of Cedar Rapids yesterday. She was sworn-in with her husband and mother at her side before the City Council met. Three other returning council members were also sworn in: Tyler Olson, Dale Todd, and Ashley Vanorny.
