Clean water is not solely a rural concern or an urban concern. Water moves across property lines, through communities, into rivers, and eventually downstream. Whatever reaches it moves with it.

That makes Iowa’s water quality challenge a shared problem, even though the sources, responsibilities, and available solutions are not identical. Agriculture has a significant role in reducing nutrient losses from farm fields, but municipal wastewater, industrial facilities, urban stormwater, and other sources are also part of the state’s water quality equation.

The Iowa Nutrient Reduction Strategy was established in 2013 to bring those responsibilities into one statewide framework. Its goal is to reduce nitrogen and phosphorus losses by 45 percent through changes involving both point sources, including wastewater treatment plants and industrial facilities, and nonpoint sources, including farm fields and urban runoff.

More than a decade later, the need for improvement remains clear. So does the need to move beyond another argument over who deserves the most blame.

Iowa Corn Growers Association President Mark Mueller says farmers must be part of the solution. He also says the conversation should recognize the improvements already made, the expense of adding more conservation practices, and the reality that no single approach will work on every farm.

Mueller farms near Waverly in northeast Iowa. He says farmers now produce considerably more food, feed, fuel, and fiber from each acre while using nutrients and other inputs more efficiently than previous generations.

That improvement matters, but greater efficiency does not mean agriculture’s work is complete. Nutrients can still leave a field through runoff, erosion, and underground drainage. Reducing those losses requires farmers to manage what happens within the field and, in many cases, add practices that treat water before it leaves the farm.

Mueller says his operation uses cover crops and no-till farming. Cover crops maintain living roots beyond the primary growing season, helping hold nutrients in place until another crop can use them. No-till practices reduce soil disturbance, protect organic matter, and limit erosion.

Those practices can also support the farm itself through better soil health, reduced erosion, and improved nutrient retention. However, their performance and management requirements can vary according to soil, weather, crop rotation, and geography.

Other conservation practices require construction, engineering, land, and long-term maintenance. Mueller says his farm includes a wetland designed to treat water before it travels downstream toward the Cedar River.

Mueller contributed land to the project, but county, state, and federal resources helped pay for its construction. That arrangement is an example of how cost share programs combine public investment with participation from farmers and landowners.

The public investment is not simply intended to cover an ordinary farm operating expense. A water quality wetland can treat drainage from a wider area and reduce the nutrients moving into streams and rivers used by communities downstream. It can also create wildlife habitat and provide other environmental benefits.

Programs such as the Iowa Conservation Reserve Enhancement Program use state, federal, local, and private resources to establish wetlands in parts of Iowa where they can intercept tile drainage water. The program is voluntary and provides participating landowners with financial support for wetland restoration, buffer establishment, and land committed to the project.

Mueller says farmers have a personal interest in protecting the water around them because their homes, businesses, families, and communities share the same landscape.

His reference to municipal runoff should not be interpreted as an argument that cities and farms contribute equally in every watershed. The sources and concentrations vary, and determining responsibility requires water monitoring and scientific analysis.

It does reinforce why the state’s strategy includes more than agriculture. Iowa’s water quality framework addresses wastewater treatment plants, industrial facilities, urban stormwater, and agricultural land. Each source requires different tools, funding structures, and forms of accountability.

That shared responsibility is already reflected in state investments. Iowa has funded urban wetlands, stormwater improvements, bioretention areas, rainwater harvesting systems, and other projects in communities across the state. In July, the Iowa Department of Agriculture and Land Stewardship announced nearly $1.3 million in combined state and local investment for urban water quality projects in Cedar Falls, Des Moines, Riverside, and West Burlington.

Agricultural programs include support for cover crops, no-till and strip-till systems, streamside buffers, wetlands, saturated buffers, bioreactors, oxbow restorations, and other practices. Iowa also uses a batch and build model that groups the design and construction of similar projects across multiple farms to reduce delays and use engineering and construction resources more efficiently.

The Iowa Nutrient Reduction Strategy was updated in 2025 to reflect new research, technology, funding, and conservation practices developed since the original strategy was completed. The additions included newer edge of field practices and precision tools that can help farmers make more targeted nutrient decisions.

Mueller says Iowa’s voluntary agricultural approach has produced progress, although he acknowledges that the pace has not satisfied everyone.

That acknowledgment is important. Water quality concerns cannot be dismissed simply because conservation practices are increasing. Iowans who are concerned about drinking water, recreation, public health, and the condition of rivers and lakes have legitimate reasons to expect measurable improvement.

Farmers also face legitimate questions about how quickly they can add practices, which practices will work on their land, and how those improvements will be financed.

Mueller says the wetland on his farm cost nearly $300,000. That figure represents one project on one farm. It is not an estimate of what every wetland will cost, but it demonstrates why Iowa cannot reach statewide water quality goals through individual landowners acting alone.

Cost share does not eliminate the farmer’s involvement. Farmers may contribute land, time, management, maintenance, or part of the project cost. Some practices also remove acres from production or require farmers to change how they manage fields throughout the year.

Public funding helps close the gap between the private cost of installing a practice and the broader public benefit created when fewer nutrients move downstream. That same principle applies in cities, where state dollars are combined with local resources to improve stormwater systems, restore urban wetlands, and upgrade other infrastructure.

The current statewide cover crop cost share program provides payments on a limited number of acres for first-time and returning participants. Iowa also offers smaller incentives for farmers adopting no-till, strip-till, or nitrogen inhibitors. Those programs reduce part of the expense, but farmers continue to carry much of the cost and management responsibility.

Mueller believes there is interest among farmers who want to add wetlands and other conservation projects. He says the challenge is turning that willingness into completed projects at a scale large enough to produce measurable results.

Wetlands are only one option. Grass waterways can slow moving water and reduce erosion. Buffer strips can intercept sediment and nutrients near waterways. Cover crops can hold soil and nutrients between growing seasons. Saturated buffers and bioreactors can treat water leaving underground drainage systems.

The appropriate practice depends on the farm. Iowa’s prairie pothole region, rolling ground in northeast Iowa, flatter and heavily drained fields, and farms near rivers or urban source waters do not present the same conditions.

Mueller says regulations built around one preferred practice could slow adoption or require farmers to use approaches poorly suited to their land. He argues that farmers need flexibility to choose from scientifically supported practices while remaining accountable for making progress.

Flexibility cannot become an excuse for inaction, just as urgency cannot make an unsuitable practice effective. Progress requires clear goals, reliable measurement, sufficient technical assistance, consistent funding, and a willingness to adjust when results fall short.

It also requires a conversation that leaves room for both accountability and cooperation. Farmers need nutrients and crop protection tools to produce the corn that becomes food, livestock feed, ethanol, renewable products, and exports. They also carry a responsibility to use those tools carefully and reduce losses beyond the field.

Cities and industries carry responsibilities of their own. Their solutions may involve wastewater treatment, stormwater management, green infrastructure, urban wetlands, and investments that can also cost hundreds of thousands or millions of dollars.

The sources are different, and the solutions will be different. The shared objective is cleaner water.

Mueller wrapped up his comments by saying farmers are allies to be enlisted, not enemies to be demonized. That does not place farmers beyond criticism or remove their responsibility to improve. It recognizes that Iowa cannot reach its water quality goals without the knowledge, land, participation, and trust of the people being asked to put many of these practices in place.

Likewise, farmers cannot make statewide progress without support from taxpayers, researchers, conservation professionals, communities, lawmakers, and the people who depend on the water downstream.

Everyone at the table will not agree on every policy, funding decision, regulation, or conservation practice. Agreement on every detail is not required to begin making progress.

What is required is an honest recognition that the problem is real, the solutions are expensive, the work will take time, and no single group can complete it alone.
