Medicaid changes a top state story

The debate over health care coverage in Wisconsin was one of the top news stories in the state this year.

Governor Walker decided not to take federal funding to expand Medicaid, and chose not to have the state create its own health insurance exchange. His budget increased state funding for BadgerCare to cover people below the poverty line. The plan also shifts 83,000 people from BadgerCare, into the federal health insurance exchanges.

Democratic Congressman Ron Kind of La Crosse accused the governor of playing politics when he turned down the Medicaid expansion.

Walker said he refused in the federal dollars partly because he was concerned that state taxpayers would have to foot the bill, if Washington didn't live up to its end of the deal.
